| The Company has received numerous awards and certificates in reflecting and confirming its commitment to quality. |
| The policy of the Hainan Provincial Government is to encourage increased investment in aquaculture and increased export of farmed aquatic products. |
| In December 2001, Hainan Quebec Ocean Products Company Ltd., the principal operating subsidiary of the Company, was accredited as a ¡°Leading Agriculture Enterprise¡± (Please see picture below) by the Hainan Provincial Government, and in April 2001, it was awarded the ¡°New/high tech Enterprise of Hainan Province¡± by The Hainan Provincial Technology Authorities. |

| In January 2003, Hainan Quebec Ocean Products Company Ltd., was awarded certification as the Leading Industrial Enterprise of the Province. In 2002, the Company was named a Leading Agriculture Enterprise for both Hainan Province and Wenchang. The Directors consider that such accreditations recognize the Company's achievements and contribute to the development of the PRC aquaculture industry. |

| The Company also has received HACCP Certification and EU Code Assignment reflecting stringent hygiene standards since the commencement of the operations. |

- Aquaculture Certification Counsel (ACC) which evaluates food safety, environmental impact, and social fair trade issues in relation to Tilapia production. The standards are those developed by the Global Aquaculture Alliance (GAA) and reflect Best Aquaculture Practices (BAP) (See http://www.gaalliance.org/ and http://www.aquaculturecertification.org/);

- United States Department of Commerce certification (twice yearly) of HQ Sustainable¡¯s HACCP plant program is required by many major retailers in the US, and HQ is one of only a few such plants to be certified (See http://www.seafood.nmfs.noaa.gov/ )

- British Retail Consortium (BRC) certification is a a certification looking to primarily food safety issues in relation to the demands of European (particularly UK) buyers. Our certification was executed by Moody International. (See http://www.brc.org.uk/standards/default.asp )

- Ethical Trade Implementation (ETI) has a Base Code contains nine clauses which reflect the most relevant international standards with respect to labour practices and has become an industry standard in evaluating fairness to workers in products sourced from abroad. We respect our workers promoting men and women of equal skills, fairly, extending on the job training to our employees and provide accommodations, hot meals, and better than minimum wage. - Organic Certification has been given to a portion of our operations reflecting China¡¯s Organic standards and has been certified by the CNAS and the CHTC, who are China government certified certification bodies.
